Preferences for Industry Park
 

    In order to encourage foreign and private investment in Taishan Industrial Zone, and to speed up the process of Taishan's industrialization, and to accelerate local economic development, the following preferences are formulated, according to the state and provincial regulations and policies and the situation of Taishan city.

 
1.
 Preferences for Land Use
  1£©The land price is formulated by the Industrial Place Management Committee and the located towns according to the facilities of technology and the investment scale of the enterprise, and so on. The price of leveled land is not over 38 thousand yuan per mu (including licence fee).
  2£©The investor who establishes enterprise in the zone and can not pay the land cost in one time, may choose the way to pay 50% of the cost first, and then lend from the bank for the rest payment.
  3£©The land that is used to establish industrial projects can be rented by investors. For the leveled land, the rent shall not exceed 1 yuan per square meter (not exceed 667 yuan per mu). More preference goes to the enterprise that invests over 10 million US dollars and the operation period is more than 10 years. During or after the rent, if the investor wants to purchase the right to use the land, he has a prior claim according to the base land price.
  4£©Any enterprise that purchase a land more than 100 mu in the zone, has the preference that the located town offers a land for living-used (not including licence fee) freely. Details of the preference: purchase 100 mu of industrial-used land, offer 2 mu of living-used land freely; after that, offer 1 mu of living-used land freely for each more 50 mu of industrial-used land (the total amount of free offers is not over 100 mu).
  5£©According to the whole plan of Taishan Industrial Zone, the investor can establish other zone(s) on the land whose right of use belongs to the investor legally. It can be developed individually or cooperatively and absorbed investment from other parties directly. And the land price is formulated according to the infrastructure construction by the investor.

 Fee Preferences
  1£©Preferences of the Project Application Fee for new workshops established in Taishan Industrial Zone: The Administrative and Public Affairs Fee is 12.7 yuan per square meter. Management fees are 50% to 70% of the current standard (Details in the appendix form one). The Property Ownership Transaction Fee shall not exceed 2 yuan per square meter.
  2£©The enterprise that is newly established in Taishan Industrial Zone only needs to pay for tax, and the Administrative and Public Affairs Fee is exempted. (Details in the appendix form second)
  3£©Large-scale project with 10 million US dollars investment or above, can has special treatment. Special preferences will be applied to it in aspects such as land-use, electricity supply, water supply, and fees for administrative and public affairs.

 Preferences for Water and Power Supply
  1£©As for newly-established enterprise, the fee for the equipment of main water-supply pipe only goes to 30% of the current standard. The enterprise with a large use of water has more preference for water price.
  2£©As for the enterprise that the annual use of power is more than 80 million KWH, the government will ask for direct power supply from higher authority. And the power price shall be controlled within 0.5 yuan per KWH. As for those that cannot reach above the power use level, the government also may assist in asking direct power supply according to their requirement.
4.
 Special Preferences
  1£©To newly-established enterprise, special preferences are offered besides the state and provincial tax preferences: The enterprise can get 10% discount of the total amount of the actual income tax and value-added tax while the annual amount of these two taxes reach 2 million yuan or above in the first three taxed years from the day of putting into operation.
  2£©In the first five years, 50% of the portion of the tax from the developed zone(s) collected by Taishan city, not including the discount of the above, will be offered to the party that develops zone(s) on the land whose right of use belongs to the said party. From the sixth year, the preference offer shall accord to the development agreement.

5.
 Quality Services
  1£©As for the newly-established enterprise, the Industrial Place Management Committee provides ¡°one window toll¡± service for all the procedures for licences. In order to improve the quality of service, special treatments are offered to investors.
  2£©All the government departments shall provide quality service so as to assist the enterprise in developing. Any inspection by other departments shall be noticed to the Committee and the enterprise three days before and shall be assisted by the Committee, generally.
  3£©The Committee prefers to assist relevant departments to handle the procedures for intellectuals introducing, old-age insurance for the workers, change of domicile and the issues of children's going to school.
  4£©The investors, experts and management intellectuals enjoy the same treatments as the residents do on the aspects such as Technical Position assessment, change of household register and the issue of children's going to school.
  5£©The leaders of the Committee respond to the key projects and to organize and assist other departments to solute the problems for the enterprises.

 Appendix
  1£©This ¡°Preferences¡± is put into effect on this day of 10th,Oct. 2003 and it shall prevail.
  2£©The ¡°Preferences¡± is under the explanation by Office of Government of Taishan City.
